Hi - it’d made to sit loose around the shoulders and arm length so no worries for size there. The waist is elastic and more snug when zipping up but if up then it folds under for a relaxed look so I would say absolutely fine for a 14 and would be fine for a 16 unzipped and likely also zipped just depends on shape and comfort. Hope that helps!
